The province of Quirino, in Region 02, Philippines has four major watersheds, namely: Upper Cagayan watershed (biggest), Addalem watershed, Ganano watershed and Dumatata watershed. The biggest which is Upper Cagayan in terms of area has more than 40 economically important micro-watersheds that are seriously blighted with hot spots within sub-watersheds. Water drained from the watersheds is vital to the agriculture sector, among others, supporting communal irrigation systems of its service areas in the municipalities covered. Quirino Province through the Community Forestry Foundation of Quirino, Inc. (CFFQI) in close partnership with other stakeholders shall be guided in addressing the needs of the upland communities of sustaining a watershed management program through community organizing, agro-forestry farming and various livelihood support activities. Livelihood programs have been proven to be the critical element in poverty reduction. Partner agencies in the implementation of the action are the Municipal and Provincial local government units, Offices of the PPDO and MPDO, Local Environment Officers, DENR, DTI, NIA, NCIP, MAO and POs in a tight working partnership.
